农民土地财产权与农民集中居住的良性推进

由于农民土地财产权的残缺,地方政府通过行政力量强势推进农民集中居住,将节约出来的农村宅基地复垦,并以"增减挂钩"的形式换取城镇商业用地指标,从中获取丰厚的土地增值收益。可以说,获取土地增值收益是地方政府强迫农民集中居住的巨大动力。因此,为了确保农民集中居住的良性推进,我们必须改革并完善相关土地制度,赋予农民完整的土地财产权,从制度上根除地方政府获取土地增值收益的弊端。
