忠诚性判断:举报行为实施的伦理障碍

摘要 对组织保持忠诚和对组织的错误行为进行举报,是组织正常运转必不可少的两个部分。它们虽然为组织的运转提供持续的动力和有效的监督,但二者常常被放置在伦理对立的两个极端。学术界的争论夹杂社会世俗的观点,逼迫潜在举报人在决策过程中进行行为的合伦理性判断,而举报意愿和举报意志往往在这种忠诚与否的判断中逐渐衰退,放弃伦理判断的盲目忠诚和催生伦理困境的模糊忠诚更是极大地降低了举报行为实施的几率。因此,有必要从举报行为的行为依据和行为动机方面,否定忠诚与举报行为的伦理对立;同时,进一步明确理性忠诚和举报行为的目标一致性,最终破除举报行为实施的伦理障碍。 To remain loyal to the organization and report about the organization's wrongdoings are essential two parts for the normal operation of organizations. They provide continuous power and effective supervision for organizations, but they are normally placed on the opposing extremes of ethics. The academic debate and social secular view force potential whistleblowers to make ethical judgment in decision making process, then whistle blowing aspiration and whistle-blowing will be on decline in the moral judgment. Therefore, it is necessary to abandon the viewpoint about ethical contrariety from the activity foundation and motivation. Meanwhile, we should make clear about the consistency between rational loyalty and whistle-blowing in order to eliminate the ethical barriers of whistle-blowing.
