摘要
《中共中央关于全面深化改革若干重大问题的决定》提出,全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。确立这个总目标,对全面深化改革有重大指导作用。这既是建设社会主义现代化国家的必然要求,也是国家治理理念的重大创新。本文以马克思主义国家理论为指导,以中国国家治理的实践发展为基础,提出了实现国家治理体系和治理能力现代化的基本方略。
The Decision on Major Issues of CPC Central Committee Concerning Comprehensively Deepening Reforms put forward that the general purpose of deepening all-round reform is to improve and develop socialism with Chinese characteristics,to advance the modernization in the state governance system and governance capability.Establishing this overall goal provides significant guidance to deepen reforms.This is not only the inevitable demand of founding modern socialist country,but also a major innovation of governing conceptions.Guided by Marxist state theories,this paper comes up with the fundamental strategy of achieving modernization in the state governance system and governance capability based on the practical development of state governance.
