绿色技术对技术创新的挤出效应

Crowding-out Effect of Green Technology on Technology Innovation

借助环境规制因素分析绿色技术创新对总体技术创新的效用影响，运用G删方法对2001～2009年中国28个省级面板数据进行实证检验。结果表明，环境规制与技术创新之间存在“U”型关系，并且随着环境规制的深入，绿色技术创新会对其他技术创新能够产生挤出效应。在可持续发展目标下，应倡导环保意识。完善环境政策工具，在独立自主的条件下鼓励技术引进与创新。

With environmental regulation factors, analysis influence the effectiveness of green technology innovation for the overall technical innovation. Using GMM method for empirical test with the panel data of 28 provines in China 2001 - 2009. It shows that there exists a ＂U＂ - shaped relationship between environmental regulation and technological innovation. And with the depth of environmental regulation, green technology innovation will be able to produce crowding out effect on other technological innovations. In the context of sus- tainable development goals, it should promote environmental awareness, improve environmental poliey instruments and eneourage the intro- duction of technology and innovation under the conditions of independence.
