美非“下一代学术人才”项目述评——兼谈对中非高等教育合作的启示

"非洲高等教育合作伙伴"是美国以私人基金会为代表的非政府组织在参与对非教育援助发展过程中所创设的一种新型合作框架体系,具有战略合作和资源整合的目的和功能。其核心项目"下一代学术人才"从研究设计到管理运行再到反馈评价的整个过程,反映了国际化的非政府组织在协同合作、个性化参与和专业化运作等方面的特点,该项目通过加强师资培养、保留学术人才和促进性别比例均衡等举措,有效地促进了非洲大学学术能力的整体提升与均衡发展,但在实施中也遇到了一些困难与挑战。分析"下一代学术人才"项目的缘起、特征、成效及问题,有助于推动中非高等教育合作中多元化主体参与机制的研究与实践,提升我国非政府组织的国际化程度和专业化水平,开展专业化的高等教育合作项目以契合非洲高等教育环境的复杂性和现实需求,增强中非高等教育合作的效果和质量。

Its core project ＂ The Next Generation of Academics in African Universities＂ reflects the main characteristics of the international NGO in collaborative cooperation, individual participation and professional project operation through the whole process of design, management and feedback.
