区域协调发展的新内涵与新思路

New Concepts and Ideas for Exploration of Coordinated Regional Development

中国地区间长期存在着发展不平衡的问题,虽然政府为此出台了很多政策,但收效并不显著,这与中国特殊的自然地理环境有关。"胡焕庸线"今天依然存在,证明地区发展不平衡是长期的常态现象。在新的时期有必要探究区域协调发展的新内涵与新目标,应更加注重地区间的发展机会趋于均等,发展利益趋于一致,重点诉求应由发展速度的协调转向发展利益的协调,由发展结果的均等转向发展机会的均等。对于落后地区而言,形成收入的条件远比一时的增加收入重要得多。长期看,创造市场形成机制比劳动力外出打工更有利于改善落后地区的发展机会。

Numerous policies aimed at solving the long- standing problems of development disparity among different regions have been launched by the government,but they are not that effective. This is partly due to China's special natural and geographic situation,and partly due to ineffective policies. It is necessary in the new era to explore new concepts and goals,during which special attention should be given to the comparably equal development of opportunities and welfare coordination for different regions. The government should turn from goal of economic growth to that of welfare coordination,from equalization of development result to that of development opportunities for different regions. As for the economically backward regions,the development condition for economy is far more important than the temporary income growth. On the long run,creating the mechanism for market formation is far more efficient than migration of labor force in improving the economic development in these areas.
