摘要
随着国家固定资产投资步伐的加快,大量石油化工、交通运输、道路桥梁等项目开工建设,且多采取EPC(即设计、采购、施工)总承包模式,大量施工承包商参与工程建设。但由于其HSE水平参差不齐,加大了作业人员人身安全风险,也增加了EPC总承包商安全管理工作难度。EPC项目HSE管理如何有的放矢、始终受控,是决定项目成效的一个重要因素。本文从施工承包商HSE管理薄弱环节及应对策略入手,浅谈如何对承包商进行有效HSE管理。
Along with the national fixed asset investment'accelerated pace, large number of projects in petrochemical, transportation, road and bridge projects started, and take the EPC (i.e., design, procurement, construction) general contracting mode, which a lot of construction contractors taken part in. But because of the uneven HSE management level, the risk of personnel safety increase, and the difficulty of general contractor safety management increases. As a general contractor, how to take appropriate measures to control HSE risk management is an important factor in deciding the project effectiveness. The paper put forward the countermeasures aimed at weak links of construction contractor in HSE management, discussing on how to improve HSE management of contractors.
