Analysis of the Application of Democratic Centralism under the Perspective of System Evaluation

本文基于制度评价视角,综合运用政策科学、制度经济学等学科理论和方法,在分析民主集中制应用情况与评价现状的基础上,从事实和价值维度阐述制度评价的基本内涵、意义、对象主体和主要内容,旨在寻求实践中检验制度实际效果的方法,为政策执行评价机制的完善提供参考。

From the perspective of system evaluation, and adopting the theories and methodologies of policy science and institu- tional economics, this paper analyzes the present situation of the application and evaluation of democratic centralism in China. Then it discusses the basic connotation, essential meaning, main object and content of the system evaluation from the dimension of the fact and value. The paper is targeted at finding a practical solution of examining the effects of system evaluation used in practice and to provide reference for the improvement of policy implementation evaluation mechanism.
