国有创业投资发展:问题与对策——以中关村科技园区为例

从中国创业投资发展的历程看,在发展前期国有创业投资充当了创业投资行业发展的先驱性力量,其产生是政府主导、主动推动高新技术企业投融资体系方面的新的制度安排。然而面临着国有资产管理体制的体制约束,面临着国有资本保值增值的基本任务以及随之展开的绩效考核等方面的矛盾,其本身受到国有资产管理和待发展的创业投资行业的双重困扰。为此,必须重新界定国有创投的职能作用,建立新的国有创业投资的考核、激励机制,为国有创业投资退出建立绿色通道,分步骤推进国有企业"走出去"、"引进来"的机制创新。

The state-owned Venture Capital is the bridge and link for connecting hi-tech industry with the productivity,and developing it is the point to promote the development of hi-tech and the VC industries.According to the analysis the state-owned venture capital has played very important function in various angels including background of origin, functional types and new feature in new stage, but it is disturbed by industrial problems both in state-owned administrative system and the VC. With the analyses above,the paper sums up in several sorts of advices to improve the performance of the stet-owned VC such as to identify clear function ,establish a quick way .
