新疆向西开放竞争力指标体系构建及评价

Construction and Evaluation of Competitiveness Index System of Opening Xinjiang to the West

新疆向西开放是当前国家全方位对外开放战略的重要组成部分。从区域系统性出发,构建新疆向西开放竞争力综合评价指标体系,运用因子分析法系统研究新疆向西开放竞争力水平。研究发现,1999—2009年间,新疆向西开放的综合竞争力和核心、基础及环境三个子系统竞争力水平在波动中保持一个长久增长的趋势。与新疆周边三国开放竞争力相比,新疆向西开放竞争力位列第三,与俄罗斯和哈萨克斯坦还有较大差距。

Opening Xinjiang to the West constitutes an important part of the comprehensive opening-up strategy of the State. Based on the regional system, we have constructed the competitiveness evaluation index system and made a study on competitiveness of opening Xinjiang to the West through factor analysis. The results show that the level of competitiveness of Xinjiang＇ s opening-up to the West as well as the three sub- system competitiveness in terms of core, foundation and environment have maintained a long term trend of growth from 1999 to 2009 with some ups and downs. Compared with competitiveness of three surrounding countries, Xinjiang＇ s ability to open up to the West ranks the third in the four economic regions, and there is a large gap when comparing Xinjiang with Russia and Kazakhstan.
