Ligou, a North Song Dynasty politician, carried on the Confucian thought to enrich people. Based on the practical social fact, he expounded his proposition of ＂Returning Land to Farmers, Imposing Slight Revenue, and Noble Man Style Managing Money＂. Ligou realized that enriching people was fundamental to enrich a nation so that he strongly called for maintaining farmers＇ interests. His statement still holds historic and practical significance today.
