摘要 通过3个海外工程案例来讨论中国海外工程的建设管理并分析它们的成功与失败。分析表明海外工程的平稳运行,首先要了解项目现场的环境、当地政府的法律、关税、安全因素、当地劳动力的效率、清关手续并能准确掌握雇主所提要求;其次,海外项目管理团队要学会避免汇率风险,预防当地政府和有关部门对项目干扰,确保工程在合同条件下实施和操作;另外,海外项目应严格禁止按最低报价投标;更重要的是,承包商还要学会如何索赔、仲裁等。 This paper carries out a discussion on Chinese overseas engineering construction and management and analyzes their success and failure based on three cases. The results indicate that in order to ensure an overseas work run smoothly, the following shall be taken into consideration: Firstly, conditions at site, governing laws, prices rate, security factors, custom duties, efficiency of local labors, and clearance procedures should be well investigated. And all the specifications, employers' requirement should be exactly mastered. Secondly, a mechanism should be established to avoid the exchange rate risk. A well organized management team should be set up, and try to prevent the interference from government and rel- evant authorities, and make sure that the works operate under contract. Finally, the lowest quotation strategies should be strictly prohibited. What's more, contractors should be always preparing for the claiming, arbitration and so on.
