运用资源禀赋与行为能力理论进行分析,郑州软实力建设中具有这几个方面优势:经济的持续快速增长和区位优势为郑州软实力建设奠定了基础、中原经济区的政策优势为郑州软实力建设提供了重要机遇、深厚的古都文化底蕴为郑州软实力建设打造核心文化资源、丰富的人力资源为郑州软实力建设提供智力和人力支撑,但同时也存在着这几个方面的制约因素:政府主导、社会参与的主体功能没有有效发挥,自主创新能力相对较低,塑造城市形象的工作有待改进,非均衡性发展特征明显,外部风险日益增多。郑州软实力建设的路径为:挖掘和汇聚中原文化精髓,发展文化产业;转变政府职能,大力推进制度创新;大力发展科教事业,提高城市创新能力;扩大对外宣传力度,塑造良好城市形象;加大环境整治力度,建设生态文明城市。

Using the theory of resource endowment and behavior ability to analyze, it can be seen that the advantages of Zhengzhou＆#39;s soft power construction mainly includes the following aspects： sustained and rapid economic growth and regional advantages lay the foundation for Zhengzhou soft power construction, policy advantage of Central Plains economic zone provides an important opportunity for Zhengzhou＆#39;s soft power construction, profound culture of ancient capital builds the core of cultural resources in Zhengzhou＆#39;s soft power construction, rich human resources provides intelligence and human support for Zhengzhou＆#39;s soft power construction. But at the same time it still has several aspects of constraint factors： the body function of the government-led and social participation is not effective, independent innovation ability is relatively low, reputation and image communication is passive and weakness, unbalance development characteristics, and external risk is increasing. The path of the soft power construction of Zhengzhou is： mining and gathered the culture essence to develop the cultural industry; the transformation of government function and promotion of system innovation; vigorously develop science and education to improve the innovation ability of the city; expanding external propaganda, shaping a good city image; intensify environmental renovation to construct the ecological civilization city.
