直面房地产价格泡沫:兼论公共政策

摘要 住房问题既是民生问题也是发展问题,关系千家万户的切身利益及社会和谐稳定。房地产价格的适度上涨应该是合理的,但是急剧快速的飙升则可能蕴含着泡沫的危机。中国的地方政府正沉迷于房地产短期非理性繁荣所带来的短期效应,放任甚至一定程度上推动房价非理性地上涨。究其根源,乃是扭曲政绩观下地方政府投资大跃进、政府债务与房地产价格存在恶性循环,同时,地方政府及金融机构的房地产依赖症也在推涨房价。因此,有必要采取完善考核机制、提升政策价值层次;优化政府投资,控制债务规模;加强顶层设计,平衡供给需求等手段加以调控。 Housing is not only the problem of the people' s livelihood, but also that of the development, which deals with the interests of thousands of households and social harmony and stability. A moderate rise in real estate price should be reasonable, but a sharp and rapid surge may contain the bubble crisis. Chinese local government is obsessed with short- term effect of real estate short-term irrational prosperity, allowing and promoting the irrational rise in price. As we know, under the incorrect concept of political achievements, there is a vicious spiral between local government investment, government debt and real estate price. At the same time, the local government and financial institutions excessively rely on real estate, which leads to the rise in housing price. Therefore, it is necessary to adopt a series of measures such as improving appraisal system, improving the policy level of value, optimizing government investment, controlling the scale of debt, strengthening top-level design, and balancing supply and demand to regulate the real estate price.
