摘要
根据长株潭城市群的调查,目前中小学教师权益保障存在"教师收入偏低,农村教师职业吸引力差"、"教师待遇城乡差距大"、"收入分配的激励作用不强"、"教师职业幸福指数低"等问题。为解决这些问题,需要进一步完善教师权益救济制度,建立专项教育财政转移支付制度,加大农村贫困边远地区教师特殊津补贴力度,完善教师考评机制,健全教师收入分配的激励机制,建立教师队伍建设专项督导机制。
According to the investigation in Chang-Zhu-Tan urban agglomeration, some problems exist in the guarantee system, such as low income, no attraction in rural area posts, large income gap between urban and rural teachers, less promotion effect of income assignment, and low professional happiness index of the teachers. To solve the problems, some measures should be taken, such as perfecting the teachers' rights relief system, setting up educational finance transfer payment system, enhance the allowance to the rural area teachers, perfecting the evaluation system and promotion system, and setting up supervision system to the teacher team.
