对俄罗斯经济安全构成威胁的主要因素分析

Analysis of the Main Factors Posing a Threat to Russia's Economic Security

俄罗斯在叶利钦执政8年的转型期间,出现了严重的经济转型危机。后来,俄罗斯经济又先后受1998年与2008年两次国际金融危机的重大冲击,这使俄罗斯在国家安全战略的选择问题上,把经济安全放在国家安全保障的首位,并把经济安全与经济现代化联系起来研究。构成对俄罗斯经济安全威胁的因素甚多,从一个较长时期来看,以下四个主要问题显得尤为突出:一是落后的、低效的经济增长方式;二是经济发展过度依赖能源等原材料部门;三是腐败已是影响俄罗斯经济安全的一个重大问题;四是实现国家经济现代化困难甚多,如果国家经济现代化难以取得进展,影响俄经济安全的很多因素难以消除。

Russia has experienced serious transformational crisis during the Yeltsin time. Later, two international financial crises, which happened in 1998 and 1998 respectively, gave reD＇ big shock to the Russian economy. These have Russia treated the economic security as a priority of national security. In a long run, there are four questions seem to be a security threat to Russia＇s economy： Firstly, the outdated and inefficient way of economic growth. Secondly, Russian economy is overly dependent on energy and other raw materials. Thirdly, con＇uption is making very negative impact on the safety of the Russian economy.
