政治风险指在对外投资、贷款和贸易活动中外国资产在东道国所面临的,因国别政治或经济形势变化而导致的外国暴露价值变化所导致的危险。俄罗斯具有雄厚的油气资源基础,未来为世界提供油气的能力将逐渐增强,俄罗斯在油气领域的对外合作与本国的油气发展战略以及本国政治经济的运行状况密切相关,外国石油公司在俄投资更多的取决于如何研判俄罗斯普遍存在的"政治风险"。中俄经济互补性强,开展油气合作具有地利优势,就保障我国油气安全而言,中俄油气合作更具现实性。本文将综合采用国际政治经济学研究方法对投资俄罗斯油气产业的政治风险进行分析。

Political Risks indicate the extent of perilous on assets when these assets in the condition of oversea investment,loan & trade activities,it originated from the value change of exposed foreign assets. Russia has abundant oil & gas resources,Russia's strategy on oil & gas cooperation has a intimate relations with its internal condition of politics and economy,Foreign oil enterprises will face general political risks except their own solid economical capacity & technological base. China & Russia owns a good economical complementarily for their cooperation on oil & gas field,for the guarantee the safety of china's oil & gas supply,China & Russia oil & gas cooperation is necessary. This article will use the methodology of international political economy to analyze the political risks in Russia's oil & gas industry.
