摘要
公益性质的中央批发市场制度,是在东亚国家行之有效的生鲜农产品流通制度,其无条件委托销售、竞拍交易、批发商佣金制、现款结算、准入制等核心规则,构建起防止流通速度迟缓,防止流通费用增大,防止价格不稳定和食品安全监督的机制。我国如果导入这一制度,并相应调整现有生鲜农产品流通政策,有望改善我国生鲜农产品流通的乱象。
The non-profit central wholesale market system, a distribution system for fresh produce, is proved to be effective in practice in East Asia. Unconditional sale on consignment, auction, wholesale commission, cash settlement, market access and other essential rules are structured into the mechanism that prevents the distribution delay, the climbing cost and the unstable price, and the food safety monitoring mechanism. If the system is introduced to China and the existing fresh produce distribution policies are adjusted correspondingly, it could be expected that the disorder in Chinese fresh produce distribution will be improved.
