摘要
耕地占补平衡制度实施15年来,在土地管理和耕地保护方面作出了历史性贡献.但随着形势变化,也面临着很多新情况和新问题.特别是近年来,耕地占补平衡制度在一些地区推进艰难,不时传出争议和质疑之声.笔者对此进行了一些思考.
