“十五”计划是上海市进人21世纪的第1个5年计划,从提升自身发展质量和国际综合竞争能力的要求分析了将可持续发展战略纳人上海“十五”计划编制工作的必要性和重要性,围绕思想创新、目标创新、框架创新、指标创新等4个方面探讨了以可持续发展为定位的上海“十五”计划编制思路。

Based on the background of the 10th 'five-year' plan, the first one for Shanghai to enter the 21st century, in order to raise its development quality and competitive power in the world, it is necessary and important for Shanghai to compile this challenging plan by the strategy of sustainable development. Four aspects of planning innovation, including vision, objects, outline and development indicators should be taken into consideration in exploring a sustainable development oriented plan of Shanghai Metropolis.
