摘要
本文介绍并分析了农业环境问题及持续农业、粮食保障与土地可持续利用之间的相互关系；论述了保护和改善环境是持续农业和乡村发展（ＳＡＲＤ）的目标要求，进而提出农业环境政策的制定应遵循可持续发展原则和一体化原则；最后分析了这一领域的相关法律问题并提出了一些建议。
