首套裂解炉海外工程物资采购过程控制实践

The Process Control on the Procurement for the First Export of Ethylene Cracking Furnace with Chinese Technology

马来西亚90kt/a乙烯裂解炉是我国在国外建设的第一台具有我国自主知识产权的乙烯裂解炉。通过对采购难点的分析,得出物资的安全、及时供应是决定整个工程最终成功与否的关键因素。为此,构建了主动化解风险的采购过程控制体系,并取得成果。其中,通过对供应商选择、合同签订、检验验收等环节的质量控制,实现物资的到货验收一次合格率达到99.3%,中国采购比率达到了75%;通过对需求计划、技术和商务谈判、制造文件提交、制造和运输进度等环节的进度控制,实现100%物资提前到货;通过对运输策略、运输方案、运输过程等环节的物流控制,实现100%物资安全、及时到达项目现场。

The Malaysian 90kt/a ethylene cracking furnace is the first set of furnace constructed abroad using the Chinese technology with the proprietary intellectual properties. The safe, in time and economical material supply is key for the proiect due to the diffulities lying in the procurement. Thus, a method of proactively defusing risk throughout the procurement has been conducted. The acceptance rate of materials reaches 99.3% and the China-made materials is 75 by quality control on vendor selection, contract, inspection and delivery. 100% materials are delivered on schedule by progress control on the purchasing plan, the technical and commercial negotiation,the submission of documents,fabrication and shipment. 100% materials arrive at site safely by logistics control on scheme, plan,and progress of transportation.
