摘要
本文结合最严格水资源管理"三条红线"的内容提出了水资源管理能力评价指标体系,构建了基于灰色关联分析的改进TOPSIS模型及求解方法,并以济南市为案例,评价其水资源管理能力和存在的主要问题。
This paper combined the content of ＂ three red lines＂ , put forward the evaluation indicator system for water resource management ability, then established the weighted TOPSIS model based on gray relational analysis and solution method, at last applied it to the comprehensive evaluation of Jinan eity as an example, analyse the problems in the water resources management of Jinan city and make recommendations.
