山西加工贸易发展的问题与对策研究

Research on Problems about the Development of Processing Trade in Shanxi and Countermeasures

从现状看,山西存在着加工贸易在山西对外贸易中所占的比重低,对经济的带动作用弱;加工贸易出口结构不合理;从事加工贸易的企业数量少,地区发展不平衡等问题。为此应采取不断优化产业结构;承接东部地区加工贸易转移;推进加工贸易中间投入品本地化,提高国内采购率;推进海关特殊监管区域建设;进一步优化投资环境,吸引外商直接投资等措施促进山西加工贸易发展。

Currently, there exist some problems that processing trade in Shanxi encounters in its development, such as the low proportion of the trade in the foreign trade in Shanxi which results in its ineffective function in leading the develop- ment of economy, the irrational export structure, the small number of enterprises in the field, and the imbalanced regional de- velopment. It is therefore proposed that many measures should be taken to promote the development of processing trade in Shanxi,including optimizing the industrial structure, undertaking the transfer of processing trade from eastern China, promoting the localization of the intermediate inputs and domestic procurement, developing the construction of areas under special customs supervision, and bettering the investment environment to attract more direct foreign investment.
