来自英国浸礼会的李提摩太，是清末政坛上异常活跃的一位传教士。他践行“上层路线”与清廷政要结交，从而打入政治权利上层。他顺应中国洋务和维新的社会思潮，通过出版书籍和报刊，大力传播西学，宣传变法，为中国改革建言献策，对晚清重要政治人物影响深远。加之其对清末政治活动的积极参与，李提摩太成为近代来华传教士中，少有的对中国的社会政治和历史进程产生重要影响的人物。

Timothy Richard, from British Baptist church is an extremely active missionary on polities in the end of the Qing Dynasty. He entered the upper political rights through practicing ＂top line＂ with Qing Dynasty dignitaries. He conformed to Chinese Westernization Movement and reform of the social ideological trend through the publication of books and newspapers, and to spread Western Learning vigorously, propagate publicity reform and offer advice and suggestions for the Chinese reform, which has had a profound impact on important political figures of late Qing Dynasty. In addition to his active participation in political activities in the late Qing Dynasty, he became a rare missionary to China who has an important influence on China＇ s social political and historical process.
