中日美三国教育督导制度比较研究

A Comparative Study of Institutions of Educational Inspection of China,Japan and America

由于中日美三国在政治、经济、文化和教育等各个方面的差异，所以，三国的教育督导制度具有不同的特点。但从各自的发展过程来看，也存在一些共同的内容，如，教育督导在教育行政管理中的地位、权威和作用不断得到加强；教育督导的观念在不断变化和拓展；教育督导体制的改革在不断深化；教育督导机构的建设日渐加强；教育督导人员的资格和要求在不断提高，其选拔程序正逐步走向科学化和规范化；教育督导工作的内容和方式方法在日趋完善；教育督导工作的水平、质量和效果在日益提高。以上表明，随着现代社会生产力、现代科学技术和现代教育的发展，教育督导在三国越来越受到重视，并有力地促进了其教育事业的发展。

With the intensification of inspection in admini stration of educatio n,every country now pays increased attention to its institution of educational i nspection.This article tries making a comparative study of the three countries ── China,Japan and America,in terms of their respective institutions,functions ,pa tterns and methods of educational inspection,as well as their respective qualifi cations and procedures for choosing inspectors,thus providing beneficial informa tion for reference in constructiong a better institution of educational inspecti on in China.
