摘要
公务员队伍的管理,是我国干部管理的重要内容。其中,公务员退出机制的完善与否,直接影响我国公务员队伍的质量。改革开放来,国家围绕着公务员队伍的人员分流与机构改革采取了多次的行动,但是,公务员"吐故不畅"依然是制约公务员系统良性运行的突出问题。虽然《中华人民共和国公务员法》的实施使得公务员的辞职和辞退能够在法律的框架下进展,但在现实中,公务员队伍人员超编,腐败等问题依旧存在,因此,对公务员的辞退和辞职要严格依照相关法律和法规的要求,并且要通过不断完善公务员社会保障制度,使公务员辞职辞退机制顺利落实,保障人员流动的畅通。
The management of civil servants is the important content of cadre management in China in which perfection or not of civil servants exit mechanism directly affects the quality of civil servants in our country. Since reform and opening up, our country has taken several actions around dispersion of personnel and institutional reform. However,“lack of innova-tion”of the civil servants is still a prominent problem of restricting benign operation of civil servants system. Although the implementation of the "civil servant law of the People's Republic of China" makes the resignation and dismissal of civil ser-vants development under the framework of the law, the issues of over-staffs and corruption still exist in reality. Therefore, dismissal and resignation of civil servants must be strictly executed in accordance with the requirements relevant laws and regulations. And, making smooth implementation of employee termination mechanism and ensuring smooth operator of turnover through constantly improving social security system of civil servant.
