The Function of the System-Innovation in Developing Western China and the Approach to Its Cultivation

Based on the development economics theory,the article points out that the key to the successful implementation of developing Western China is to build up an innovating system;and further explores some methods of cultivationg an innovating system in the spheres of establishing innovating substances,of encouraging market-popularization and of the policy by government to give effective support.
