陕西省长江流域防护林体系建设成效及存在问题和对策

Effects,Problems and Solutions Regarding to the Shelterbelt System along Yangtze River Basin in Shaanxi Province

陕西省长江流域防护林体系建设工程20年来成效巨大,但仍然存在生态环境依然较为脆弱,水土流失治理任务繁重、营造林难度越来越大,成本不断加大、投资标准太低,大面积中幼林亟待抚育,投资配置结构不尽合理,专业队伍技能急需提高等问题。对此提出了因害设防、分区施策,科学治理、板块推进,提高营造林防护林投资标准,加强中幼林抚育等对策。

The project of shelterbelt construction along Yangtze River basin in Shaanxi for the last 20 years has generated significant achievement. But problems still existed, especially fragile ecological en- vironment, heavy task for erosion control, difficulty in afforestation due to growing cost while decli- ning investment, high demand for tending to young to middle age forest, and insufficient professional skills. Regarding to these problems, measures to improve the situations were suggested： shelterbelt construction tailored to the site needed, region specific management, treatment on the basis of scientific guidance,plot by plot improvement,increase of investment for afforestation and strengthened tending of plantation.
