“高薪养渔”与IUU捕捞的经济学分析

IUU捕捞活动破坏海洋生物多样性,降低社会福利水平,甚至可以摧毁整个渔业产业,打击和遏制IUU捕捞行为已经成为诸多国家渔业管理的重点,但是由于IUU捕捞潜在的经济利益,渔民从事IUU捕捞活动的发生率一直居高不下。在经济学视角下,分析了通过提高渔民的收入水平对渔民从事IUU捕捞的成本和收益的影响,发现在存在国家管制的前提下,对不同类型的渔民采取不同的"高薪"措施会产生不同的效果,最后基于模型推论提出减少IUU捕捞的管理措施。

IUU fishing damages marine biodiversity, reduces the level of social welfare, and can even destroy the entire fishery industry, so to combat and curb the IUU fishing behavior has become the focus of many nations＇ fisheries management, but due to the potential economic benefits of IUU fishing the incidence of the fishermen being engaged in IUU fishing activities, has stayed high. From the perspective of economics, the paper analyzes the effect of raising of the income level of fishermen on the cost and benefits of the fishermen engaged in IUU fishing, it is found that in the presence of national control, different ＂high pay＂ measures taken for different types of fishermen will produce different effects, and proposed the management measures for reduces IUU fishing based on the model inference.
