摘要
随着我国社会经济的快速发展,人地矛盾的日益突出,城镇建设用地增加与农村建设用地减少相挂钩亦成为是缓解用地矛盾促进城乡统筹发展的一项新举措。但是如何去了解和判定城镇建设用地增加与农村建设用地减少相挂钩项目实施的好坏情况,对项目拆旧区的宜耕适宜性评价和建新区的宜建适宜性评价也就值得研究。本文通过确定评价模型和评价单元,构建评价体系,采用特尔斐法(Delphi)确定指标权重等对彭泽县增减挂钩项目拆旧区的宜耕适宜性和建新区的宜建适宜性做出评价。研究结果表明:(1)项目折旧区地块地形坡度条件相对较好,土壤条件中等,适宜耕种作物;(2)建新区中宜建地块数量比重大,宜建等级适宜性以适宜和较适宜为主,且各乡(镇)的宜建数量分布不均。最后针对折旧区和建新区分别提出了合理利用的对策建议。
