开放性文化活动和群众自发性文化活动背后或隐或现都有地方政府部门的影子。除了引导、引领外,政府部门积极参与管理、服务、培育、辅导、扶持等工作,方能保证此类活动长期有效开展。让人民群众充分参与到健康向上的活动中来,享受改革开放的成果,就要对症下药,改变当前组织与管理体制中存在的不足。政府角色重新定位,加强协调和管理,做好内容引导,向社会组织让渡部分管理职能。

The open cultural activities and the mass spontaneous cultural activities are more or less sponsored by the departments of local government. In addition to guiding, leading, governmental departments actively participate in management, service, training, guidance, support and other work, to ensure the long-term effective development of such activities. To let people be fully involved in healthy activities and enjoy the fruits of reform and opening up, the best remedy is to change the current shortcomings in the system of organization and management. The government should reorient itself, strengthen coordination, management and guide, and transfer part of its management functions to social organizations.
