关于完善高校二级学院治理结构的实践与思考——以中国计量学院为例

On Practice and the Reflection of Perfecting Governance Structure of Subordinate College——Case Study of China Jiliang University

随着高等教育的发展,高校管理重心逐渐向二级学院转移,架构科学有效的二级学院治理结构,使之成为办学主体和管理实体,是高校管理者关注的重点、难点。文章以其所在单位实践为例,从二级学院党政共同负责制、党组织领导班子公推直选、强化学术管理、推行民主管理等制度实践层面探讨如何完善高校二级学院治理结构。

With the development of higher education, the main point of colleges and universities management has been gradually shifted to the subordinate college, so constructing scientific and effective governance structure of subordinate college and make it to be the subject of running and managing school has been the emphases and difficulties to managers in colleges and universities. Taking the practice of China Jiliang University as an example, the paper discusses how to perfect governance structure of subordinate college from responsibility system assumed by both the Party and the Administration, Party committee management chooses by acclamation, intensifying academic governance, carrying out democratic management, and so on.
