摘要 通过分析近十年来铁路行车安全现状和已取得的成绩, 指出利用科学技术装备是铁路运输生产长治久安的根本大计。我国铁路行车安全保障体系包括二个闭环, 一个是移动设备自身监测诊断和处理, 移动设备对固定设备的检测, 固定设备对移动设备的监测以及固定设备在线自动检测而组成的集监测、控制为一体的高度信息化的安全监测网络; 另一个是人—机—环境的以机控为主, 人控优先的管理、决策和操纵系统。 Through analysis of the situation of railway traffic safety and safety records in the last 10 years,the paper points out that it is a matter of foundamental importance to make full use of science and technology facilities for long term railway traffic safety.There are in our country 2 closed loops in the railway traffic safeguarding system.One is the highly informationed safety monitoring system,that combines the functions of both monitoring and controlment,including the moving equipment′s,selfmonitoring,diagnosing and handling,the monitoring of fixed devices by moving devices,the monitoring of moving devices by fixed devices,and the fixed devices′ online selfchecking and measurement.The other one is the management,policy making and operating system in the form of man computer environment controlment based mainly on automation while giving priority to manual control.
