作为最具规模经营特征的电信业， 其垄断经营局面正被打破。铁路经营体制改革正逐步实施， 铁路电信是最具条件首先进入市场经济的铁路行业， 抓住机遇， 优先发展电信增值业务， 寻找最佳市场经营切入点， 必将有助于提高铁路电信业的自我发展能力。文中从电信增值业务的网络技术支持、程控交换机的新业务能力、电信增值业务的服务面向以及发展对策等方面进行了论述， 提出了可行的实施方案和建议。

The monopoly of telecommunication featuring large scale administration is being broken down. The reform of railway management and administration system is being carried out step by step. The railway telecommunication industry has au the ualifications to be the first of railway industries to enter into market economy. To seize the opportunity,to develop telecommunication service add as afirst priority,and look for the most appropriate point of entering the market will help enhancing the self developing ability of the railway telecommunication industry. This paper discusses the network technical support of telecommunication service add, the service add ability of SPC, the service direction of telecommunication service add and the development strategy, and then put forward a workable implementing plan and suggestion.
