改革开放后我国农村教师补充政策的文本分析 被引量:5

A Text Analysis of China's Rural Teachers' Supplementary Policy after the Reform and Opening up

摘要 从我国农村教师补充政策的发展历程可以看出,我国农村教师补充政策的变迁,在政策效果上,表现出由不稳定向稳定、由数量不足到数量保证、由低素质向高素质追求的特征;在政策价值取向上,体现了政策由工具价值为主向关注教育本体价值转变的特征;在政策倾向上,体现了教育从"城乡二元社会"的"城市优先"向公共服务社会的教育公平转变的特征;在政策客体上,表现出教师个体由被动的统包统分一元化就业到自主择业、自愿招募多元化就业的特征。 Reviewing the development of rural teachers' supplementary policy in China, we can see the following characteristics: in the effect of policy, it has undergone the change from instability to stability, from the ine, ufficient quantity to the guarantee of quantity, from the low quality to the pursuit of high quality; in the policy value orientation, it has mainly embodied the change t^om the tool value to the noumenon value; in the policy bias, it has reflected the change of education from the "urban priority" of dual urban and rural society to the justice of public service; in the policy object, it has showed the change from the unification of the individual teacher' s passive assignment to the diversification of active autonomous employment and voluntary recruitment.
