摘要
公共教育服务是在公共政策的规范指导下,立足于一定的社会共识,为满足公民需求和共同利益,由政府、市场、个人等多个主体共同提供的、面向全社会特别是青少年的一种文化服务。公共教育服务的范围既包括立足学校的公共教育服务,又包括面向社会的公共教育服务;既包括公共教育产品服务,又包括部分非公共教育产品服务;既包括基本公共教育服务,又包括特殊公共教育服务。公共教育服务体系主要由主体—对象、内容—标准、机制—平台、市场—社会、政策—保障等要素构成,由此可形成政府指令型、学校主导型、市场运作型等多种结构形态。随着经济社会的不断进步和完善,公共教育服务需要不断整合与优化。
Public education service is a cultural service, which is under the guidance of public policy specification, and established in certain social consensus. Meant to meet the demand of citizens and common interests, it faces the whole society, especially teenagers and is supplied jointly by the government, market, individuals. Public education service includes public education services for both schools and the society; it includes not only public education products and services, but also parts of the non-public education products and services; it includes basic public education services, and special public education service. Public education service system is composed of five components, which are subject-object, content-standard, mechanism-platform, market-society, and security-policy. These will form the multiple structural systems, such as government-directing type, school-leading type, and market-operation type. With the continuous im- provement and progress of economic society, public education service will move towards the integration and optimization.
