摘要
公共教育政策应该是一个动态的过程而不仅仅是静态的文本。公共教育政策涉及到千家万户的利益,在个体社会身份改变主要依赖学校教育的今天,公共教育政策的价值导向发挥着至关重要的作用。而区域公共教育政策制定主体在公共教育政策制定过程中又起到了核心作用,解构区域公共教育政策制定主体、创新公共教育政策制定主体及其保障机制,直接关系到每一个公民能否接受公正、公平的教育。
Public education policy is a dynamic process instead of a static text, which is concerned with everyone's benefits of all families. Nowadays, the value orientation of public education policy plays a vital role in changing an individual's social status which is mainly dependent on the school education. Subjects of regional public education policy-making always play a central role in the course of public education policy-making. It determines directly whether each citizen can receive the just and fair education to destruct the subjects of public education policy-making and innovate the guarantee mechanism of the subjects.
