我国学习成果认证、积累与转换制度中标准体系的构建 被引量:43

Constructing Standards for Learning Outcome Recognition,Accumulation and Transfer

摘要 标准体系的建立是学习成果认证、积累与转换制度建设的基础和核心环节。其建立的主要目的是有效保证学习成果认证、积累与转换的实现,促进教育质量的提高。本文通过对国际上相关标准建设实践的分析,提出我国应建立以资格标准、认证单元标准、学分标准和转换规则为主体的标准体系,以推动我国学习成果认证、积累与转换制度建设。标准体系建立需要从国家层面建立专门的组织机构,负责规划并监督标准制定工作;协调组建不同行业和领域的委员会负责相关标准的制定和审核。通过标准体系的建立,国家既规范学习成果认证、积累与转换实践,又引领学习成果认证、积累与转换制度的发展。 A standardized system for learning outcome recognition, accumulation and transfer is of fundamental importance. With analysis of international practice in the standardization process, the authors put forward a Chinese perspective in setting the systematic standards in terms of qualifications standards, unit standards, credit standards and transfer rules. It is suggested that a designated organization be responsible for planning and supervising learning outcome recognition, accumulation and transfer, and that different committees design the actual rules and standards, and review the rules and standards. Designing and operating the standardized system will accelerate learning outcome recognition, accumulation and transfer, and improve educational quality.
