中国(上海)自由贸易试验区对上海总部经济发展的影响研究

On the Effect of China (Shanghai) Pilot Free Trade Zone on Headquarters Economic Development in Shanghai

本文从上海总部经济发展的现状与诉求出发,分析了行政审批、投资限制、金融管制等因素对上海总部经济的掣肘,讨论了中国(上海)自由贸易试验区(以下简称"上海自贸试验区")的机制、政策创新对化解上述障碍的作用。在借鉴新加坡与中国香港经验的基础上,本文从建立与国际规则相适应的法律制度、减少行政干预、完善"负面清单"管理模式、金融创新等方面探讨了完善上海自贸试验区与上海总部经济联动机制的政策措施。

This paper analyzes the restriction effects of factors such as administrative examination and approval, investment restrictions and financial regulation on the headquarters economy in Shanghai based on the status and appeal of headquarters economic development in Shanghai. Then it discusses the role of the mechanism and policy innovation of China （Shanghai） Pilot Free Trade Zone in the so- lution to these obstacles. On the basis of the experience of Singapore and Hong Kong, it explores the policy measures of the perfection of the linkage mechanism between China （Shanghai） Pilot Free Trade Zone and the headquarters economy in Shanghai in aspects such as the establishment of legal system adapting to international rules, the reduction in administrative intervention, the perfection of negative list management mode and financial innovation.
