我国学前教育财政投入法律制度建设刍议

学前教育的发展与学前教育的投入密切相关。长期以来,我国学前教育没有被纳入国民教育体系,政府责任缺失,学前教育财政投入不到位,导致学前投入严重不足。构建学前教育的公共财政投入机制,切实保障学前教育的财政投入,学前教育立法无疑是最好的选择。在学前教育立法中强化政府责任,明确学前教育财政投入的主体地位,是保障学前教育健康有序发展的必然选择。

The preschool education is an important part of china＇s entire education system, the develop- ment of preschool education is dependent on the finance investment. For a long time,the preschool educa- tion system has not been incorporated into the national education system, the finance investment has not a fixed pattern in the process of practical use and management , the govermment responsibility in the process has been in a loss of status. How to guarantee the finance investment in the preschool education funds be incorporated into the public finance budget, the legislation of preschool education is the best choice. In the preschool education legislation clarify the status of finance investment in preschool eduction funds, to ensure the healthy and orderly development of preschool education.
