英国中小学健康安全建议述评

Review of Health and Safety Advice in British Primary and Secondary Schools

为保证中小学校外活动的开展,英国教育部出台了健康和安全建议。该建议提出服务中小学的宗旨,明确了健康安全的责任主体,强调了风险评估和事故报告制度以及家长对子女健康安全的知情权,摆正了健康安全和学校活动的关系,体现出健康安全管理工作的主体性,希望用事前评估的思维降低风险,分解了健康安全的责任,体现了原则性和灵活性的统一。该建议对我国学校安全管理要服务教育、转变管束意识、发挥师生的主体精神有启示。

Based on the laws, Department of Education of U K issued a document on advice of health and safety in order to ensure the school to carry out outside school activities. The advice put forward offering service to schools as principle of safety management. It made clear the subject of liability of safety and health in primary and secondary schools, emphasized the risk assessment and accident reporting system and the parents＇right to know their children＇s health and safety. The advice put health, safety in an appropriate place in school activities. It at- tempted to improve the efficiency of health and safety work by using integration and ex ante evaluation. It decom- posed the responsibilities of health and safety, us to change from control to providing service teachers and students in health and safety. combining the principle of unity and flexibility. The advice inspires to education in school management and initiate the subject spirit of
