高校大型仪器设备开放共享的实践与探索

结合工作实践,分析了高校大型仪器设备管理现状,对当前高校大型仪器设备开放共享存在的利用率不高、管理体制不尽完善、运行水平较低等主要问题,从大型仪器设备投资机制不健全、封闭式管理、购置前缺乏严格的科学论证、管理模式局限、缺乏对外开放管理体制、运行管理水平低、管理技术队伍不足等方面进行了探讨和分析。针对这些问题,从制定开放共享体系相关的政策法规、改革管理体制和运行机制、制定有偿使用方案和建立大型仪器设备开放共享系统工程的工作模式等方面来探索高校大型仪器设备进行开放共享、提高仪器设备有效使用率的建议及措施。

To improve the utilization and investment efficiency of large-scale apparatus and equipment, and to offer a better service to university＇s education, research and the local economy construction, universities should pursue to construct a sharing platform of large-scale apparatus and equipment. The status of large-scale apparatus and equipment management in universities was analyzed. Based on working practice, main problems, such as low utilization rate, imperfect management system, low level of operationin, in the opening-up and sharing management of large-scale apparatus and equipment in universities were discussed and analyzed, because investment mechanism of large-scale instrument and equipment was not perfect, management was closed off, rigorous scientific proof was insufficient before purchase, management mode was limited, the management system opening to the outside world was lack , operation management level was low and management and technical team was not enough. Suggestions and measures which could promote the opening-up and sharing management and improve the utilization efficiency of large-scale apparatus and equipment in universities were discussed from drawing up policy laws and regulations, reforming management system and operational mechanism. Thesec suggestion eouold make the profitable utilization plan and establishing working model.
