强化自制仪器设备管理的研究与优化

Optimal Strategy for Strengthening the Management of Self-made Instruments and Equipment in Colleges and Universities

随着科研能力和技术水平的提高,高校自制仪器设备比重迅速增长,由此引发的设备管理问题日益突出。以我校近年来自制仪器设备管理为例,分析了研制论证、技术含量、成本核算、成果推广等方面存在的诸多问题,结合高校实验教学改革以及实验室建设发展的实际,提出强化自制仪器设备管理的思路和策略。通过引入项目管理模式,建立科学的管理体系,加大政策和资金的支持力度,实现自制仪器设备从论证、立项到验收、入固再到使用、报废的全过程管理,同时建立绩效机制,注重成果推广,最大程度地发挥自制仪器设备效益,激发和培养实验教师和学生的创新精神和实践能力,从而不断提升实验教学水平。

With the improvement of scientific research ability and technical level, the proportion of self-made equipment is rapid growth. It leads to the increase of management problems. The paper makes a case study for Nanjing University of Aeronautics and Astronautics. Many problems, such as research demonstration, technical content, cost accounting are analyzed. Combined with experimental teaching reformation and laboratory construction, the paper puts forward the ideas and strategies to strengthen the management of self-made equipment. Chinese colleges and universities must adopt the project management mode, set up a scientific management system, increase efforts to support the policy and funding, realize management of the whole process, establish performance mechanism and focus on results promotion, so as to achieve maximum benefit of self-made equipment, to inspire and cultivate the experimental teachers i and students＂ innovation spirit and practice ability, and continuously improve the experimental teaching level.
