构建环境监测网——浅析政府外延实验室建设

Construction of Environmental Monitoring Network— Analysis of Government Extension Laboratory Construction

提出把环境监测成员单位作为政府实验室外延机构来管理的理念,以及环保部门应从现场监督管理为主逐步转变为现场监督与数据监管双结合的工作思路;引导社会力量,推进环境监测社会化,构建政府、企业、社会机构共同参与的环境监测体系。探索把政府实验室的质量管理体系移植到监测成员单位的方式运行,且政府的监测任务以合同的形式确定,以合同形式进行规范的管理模式。为此,必须完善监测站建设、加强企业自行监测能力的配置、开放和规范社会监测机构的运作,这样才能促使他们能够既符合监测社会化的要求也能按照环保体系中"监测站模式"提供环境服务。

By the concept that environmental monitoring units are treated as a government laboratory extension mechanism, the environmental protection departments should transform their work from site supervision and administration and gradually into on-site supervision and regulation of data; should guide social forces, and promote the social construction of environmental monitoring, environmental monitoring system of government, enterprises, social institutions to participate in the joint. The paper explores to push the operation of government laboratory quality management system into monitoring members, and push the monitor for the government into the form of contract, to regulate the management model in the form of a contract. We have to improve the monitoring station construction, strengthen enterprise self monitoring ability configuration, and standardize social monitoring institutions. They can not only conform to the monitoring of social requirements but also be in accordance with the environmental protection system of ＂ monitoring station mode＂ to provide environmental services.
