摘要
应用科技成果是有生命周期的,因此对其评价必须考虑到时间因素对成果价值应用效益的影响。文章从生命周期的视角来探讨应用科技成果的动态评价机制,分别就应用科技成果的研制期、推广期和应用期三个不同阶段构建动态评价指标体系,对不同时期的指标赋予不同的权重,推研出基于时序几何平均算子的集成指标维和时间维的应用科技成果评价模型。
The applied scientific achievement has life cycle, therefore the evaluation must take into account the time effect on applied benefit of achievement. This paper explored the dynamic evaluation of applied scientific achievements from the perspective of life cycle and built a dynamic evaluation index system and model through three different stages of applied scientific achievement’s development period, promotion period and application period. It gave different weights to different period index , reasoned the data evaluation method of integrated index dimension and time dimension based on the time order weighted geometric averaging operator.
