论农村土地制度改革若干重大问题

On Some Major Issues concerning Rural Land Reform

在介绍"大包干"是小岗村农民在生存环境胁迫下的首创基础上,阐述了中共十一届三全会审时度势,把农民的首创上升为农村改革的方向;在介绍城市国有土地改革成功的基础上,论述了冲破农村建设用地改革盲点,显化和实现农村建设用地沉睡资产的必要性。据此,对十八届三中全会关于农村土地制度改革问题进行了解读,认为深化农地经营制度改革切忌急于求成,农村土地制度改革必须坚持中国特色的原则,走综合改革的道路。

The system of＂Dabaogan＂was initiated by the farmers of Xiaogang Village under the stress of survival environment,which was upgraded as the direction of the rural reform in the Third Plenary Session of the Eleven Committee of the Communist Party of China.The success of the urban stateowned land reform makes it an urgent issue to break the ice of rural construction land reform,with a purpose to make the rural construction land realizable assets.Accordingly,this paper interprets the issues of rural land reform of the Third Plenary Session of the Eleven Committee of the Communist Party of China,holding that we should not be so anxious to deepen the reform of agricultural land management system,but to adhere to the Chinese characteristics principle when launching rural land system reform and take the road of comprehensive reforms.
