清代亳州赈灾研究——以光绪《亳州志》为考察中心

The Disaster Relief of Bozhou in the Qing Dynasty:An Investigation Centering on Annals of Bozhouin Guangxu Period

清代亳州地区水灾、旱灾、蝗灾等自然灾害频发,给亳州地区居民生产生活带来严重的影响,生命财产损失惨重,不利于社会的稳定和政权的巩固。面对各种自然灾害的威胁,清代中央及地方政府积极应对,采取了多种措施进行救灾。亳州当地绅民商人及在亳经商的地商户亦慷慨解囊,通过捐物捐钱、降价出售粮米等方式积极参与救助。政府与民间在救灾中的地位不尽相同,两者的结合在救灾中取得了良好的效果,有助于社会的稳定,其中的一些举措对现代社会抗灾救灾也有着一定的借鉴作用。

During Qing Dynasty natural disasters such as floods,droughts and plague of locusts took place quite frequently in Bozhou area,bringing much damage to the life and property of the local residents and undermining social stability and the consolidation of political power.Faced with the threat of natural disasters,the central and local governments took active measures for disaster relief.Bozhou’s local gentry and merchants and merchants doing business in Bozhou also involved themselves actively in the rescue through donating money and goods and selling rice at reduced prices.Playing different roles in disaster relief,government and civil groups combined their efforts and achieved a satisfactory result, contributing to social stability.Some of the measures are instructive to disaster relief in modern society.
