Mechanism Innovation:a Route to Upgrade Balanced Development of Compulsory Educational Resources in Anhui

推进义务教育均衡发展是实现教育公平的需要。破解城乡义务教育均衡发展的瓶颈,关键在于科学统筹配置教育资源。省域统筹教育资源的着力点在机制创新上,并以此体现顶层设计,打破现有利益格局,因地制宜形成新的教育治理方式,发展中实现教育资源动态均衡,为深化教育领域综合改革夯实发展基础。

Promoting the balanced development of compulsory education is the requirement for realizing eq- uity of education. The key to breaking the bottleneck of the balanced development between urban and rural compulsory education lies in how to allocate educational resources holistically. The focus of overall alloca- tion of educational resources in Anhui province should be on mechanism innovation, particularly, the top-- level design. According to the local reality, dynamic balance of educational resources can be achieved in the process of development so as to deepen the comprehensive reform of education sector.
