Neo-Guanxi Regime Governing Anhui and Transforming Rural Society During Anti-Japanese War

抗战时期,新桂系主政安徽。为加强基层社会控制,增强抗战动员能力和巩固自身统治,新桂系对妨碍政令推行的土豪劣绅予以坚决打击,并通过任用青年干训生担任基层干部排斥地方豪绅势力,同时加强巡视和鼓励民众检举,对贪污违法的豪绅势力予以严厉惩处。但新桂系对乡村社会的改造在遭到豪绅势力的强力抵制后,不得不作出妥协,对维护新桂系统治的地方士绅予以笼络和争取,反映出新桂系乡村社会改造的不彻底性。

During anti-Japanese War, the neo-Guangxi Regime governed Anhui. In order to strengthen the control over grassroots society, boost the capability for mobilizing for defence and solidify their own rule, the neo-Guanxi Regime cracked down on local tyrants and evil gentry who resisted the execution of de- crees, and repelled local gentry forces by appointing the young people as the grass-roots cadres. In the meantime, the regime reinforced the patrol, encouraged the people to report so as that the corrupted and illegal gentry forces were severely punished. However, when the rural social transformation was resisted by the local tyrants and evil gentry, the neo-Guangxi Regime had to make a compromise by trying to coax or win over those local gentry who could maintain the neo-Guangxi＇s governance, reflecting the non-thor- oughness of their transformation of rural society.
